At their July 2008 annual meeting in Quebec City, Canada's federal, provincial and territorial Ministers of Agriculture endorsed the new five-year Growing Forward policy framework and announced $1.3 billion in funding for new Growing Forward programs. Growing Forward replaces the former Agricultural Policy Framework (APF), which was launched in 2003.
Like its predecessor, the Growing Forward policy framework, is the result of strong cooperation between federal/provincial/territorial governments. Growing Forward builds on the successes of APF and delivers improved programs and services for Canada's vast agricultural sector.
The suite of Business Risk Management (BRM) programs were the first programs officially available under Growing Forward in 2007. The AgriInvest, AgriStability, AgriRecovery, and AgriInsurance programs were designed to respond to farmer demands for programs that are simple, responsive, predictable and bankable.
Effective April 1, 2009, new non-BRM programs are available in all provinces and territories under the new Growing Forward policy framework.
